814 Housing Units Proposed for Port Covington Industrial Property

Today at Baltimore City Planning Department’s Urban Design & Architecture Advisory Panel (UDAAP) 28 Walker and its development partners K. Hovnanian Homes and Greystar presented a master plan for 814 housing units in Port Covington. The development will replace the 25-acre former Locke Insulators property at 2525 Insulator Dr.

The Locke Insulator Company built its Port Covington factory in 1920 and closed it in 2017. The property is next door to Under Armour’s 50-acre property on Peninsula Dr. which is the future site of the company’s headquarters. Across Cromwell St. is the under-construction Chapter 1b phase of the Port Covington Development. The Port Covington Development Team is planning a multi-decade, multi-billion dollar development on 235 acres of property in the neighborhood led by its development partner Weller Development Company.

In November, 28 Walker owner Mark Sapperstein told SoutBMore.com, “I’d like to build something that complements Weller’s magnificent project.” He added, “I think I can add to that without doing a lot of the same things. I’m trying to follow their lead and do another successful project.”

While the Port Covington Development has a large component of office and retail space along with apartments and hotels, Sapperstein said his focus is on residential for this parcel. He will not be adding retail.

Today’s presentation showed a master plan with 425 apartment units, 297 townhomes, and 106 “2 over 2” two-unit townhomes. The plan has two six-story apartment buildings on the north side of the development fronting Cromwell St. and Insulator Dr. The “2 over 2” townhomes are five stories tall and also on the north side of the development facing Cromwell St., W. Peninsula Dr., and two new community roads.

The townhomes will take up about three-fourths of the property to the south behind the multi-family buildings. The master plan also has a clubhouse with a pool, large green spaces on the entire waterfront of the property, pocket parks, and four large green spaces in between rows of townhomes.

There will be three townhome sizes: 20 ft. by 40 ft. townhomes with rear-load parking, 16 ft. by 40 ft. rear-load parking townhomes, and 24 ft. by 40 ft. front-load parking townhomes along the waterfront.

The apartment buildings will have parking garages that are accessible by Insulator Dr. The larger apartment building will have a courtyard at the rear of the building facing the townhome development.

The development proposes 797 parking spaces broken down as 127 on-street spaces, 27 off-street clubhouse parking spaces, and 663 structured parking spaces.

K. Hovnanian Homes will be the townhome developer and Greystar is building the apartment buildings. Design partners on the project are Kimley Horn, KCI, and Hord Coplan Macht.

UDAAP panelists wanted to see more of an urban feel to the development especially on the north and south streets that run into the Port Covington development and face the future Under Amour headquarters.

Sapperstein told SouthBMore.com in November the timeline is “as fast as possible.” He said the first step is the zoning changes and the second step is closing on the property. 28 Walker is working with Councilman Eric Costello and the Baltimore City Council to rezone the property from an I-2 industrial zoning to a PC-3 Zoning District which allows for mixed use. This proposed zoning change will have its first City Council committee hearing in March.

28 Walker has put a large focus on Locust Point in the past couple of decades, and will now be moving its attention to Port Covington, which is the next neighborhood south. 28 Walker’s projects in Locust Point include the Silo Point condominium and office building, the McHenry Pointe and Key’s Overlook townhome communities, the mixed-use McHenry Row project, and the under-construction Banner Row townhome project.
